Cook linguine in a large pot of boiling water (add 1 teaspoon of salt) for 7 to 10 minutes. At the same time, in a large skillet melt the butter and olive oil over medium heat. Add the minced garlic and saute for about 1 minute - stir frequently and make sure it doesn't burn. Add scallops, shrimp, diced red bell pepper, 1 teaspoon Kosher salt, black pepper and saute until the shrimp have turned pink (about 3-4 minutes). Stir often. Turn heat to low (or remove from heat) and add parsley, peas, lemon zest, lemon juice and red pepper flakes. Mix well and combine. Drain the cooked linquine and return to pot.
